Executive

Stephanie Autut
Executive Director

Stephanie Autut is the Executive Director of the Nunavut Water Board. She received her B.A from Wilfrid Laurier University and her Environmental Protection Technology certification from Centennial College, both in Ontario. Stephanie moved north in 1997 after accepting a 6 month teaching position with Nunavut Arctic College and that is when she was bit by the northern bug. After fulfilling short term contracts with the Nunavut Impact Review Board, the Kitikmeot Inuit Association and Nunavut Tunngavik Incorporated, Stephanie accepted the position of Executive Director with the NIRB in 2000, a position she held for 11 years. Stephanie left Nunavut in 2011 to pursue new opportunities related to water management directly within the mining industry and regulatory affairs. Stephanie moved back to Nunavut in August 2015.

Ben Kogvik
Director of Board Administration and Communications

Ben Kogvik has been with the Nunavut Water Board (NWB) since its inception in the mid 1990's and is currently the Secretary to the Board and doubles as in-house interpreter/translator where he is fluent in both Inuktitut and Inuinnaqtun. Ben holds management certificates from the Banff Centre for Management Studies and the Nunavut Sivuliuqtit Program with Nunavut Arctic College/Canadian Centre for Management Development (1999). Ben is a former teacher, vice-principal and teacher consultant and has served as vice-president and president of the Inuit Teachers Specialist Council for the Northwest Territory.

Robin Ikkutisluk
Administrative Coordinator

Robin joined the Nunavut Water Board (NWB) in 2012. She graduated from the Nunavut Sivuniksavut program based in Ottawa, which involved courses at Carleton University. Among other, Robin has received training covering the Nunavut Land Claims Agreement Implementation, Political Science, Research methods, Institution of Public Governments, Circumpolar Peoples, and Inuktitut. Throughout her 2 years of college Robin has worked with the Nunavut Water Board as a summer student in the Licensing department. She has returned to the same department, full time, as the Admnistrative Coordinator.

Technical

Karén Kharatyan
Director of Technical Services

Karén Kharatyan joined the Nunavut Water Board in August, 2010. He has 10 years of water resources management and environmental inspection experience. Prior to joining the NWB, Karén was employed as a Water Resources Specialist with the Ontario Ministry of the Environment Eastern Region. He holds a PhD degree in hydrogeology from the University of Avignon, a Master’s degree in Water Sciences from the University of Montpellier and other degrees in geology.

Derek Donald
Technical Advisor

Derek Donald has been a Technical Advisor with the Nunavut Water Board (NWB) since 2018.  He is a professional biologist with a MSc in Aquatic Biology from the University of Regina; and previously worked as an environmental consultant in the Alberta oil sands, in Saskatchewan, and in Nunavut.  Derek’s interest in the outdoors and natural environment has led him to pursue a career in environmental management, and he moved north to Gjoa Haven with a keen interest to learn from the people and from the land.  He brings with him a strong understanding of freshwater ecosystems and the resolve to help manage the resources of this pristine environment.

Assol Kubeisinova
Technical Advisor

Assol Kubeisinova is a Technical Advisor with the Nunavut Water Board. She received her BASc. in Petroleum Systems Engineering from the University of Regina. Prior to joining the NWB, Assol worked as a senior engineer in a joint venture between Royal Dutch Shell, Chevron, and ENI Italy that operates Karachaganak, a giant oil and gas field in western Kazakhstan. Assol was lucky to have lived in Kazakhstan, Russia and Canada. Assol is bringing her strong engineering background and experience of working in a diverse, multicultural environment to the NWB. 

Mohammad Ali Shaikh
Technical Advisor

Mohammad Ali Shaikh joined the Nunavut Water Board as a Technical Advisor in May 2019. Ali completed his M.Sc. in Environment, Health Safety from the University of Sunderland, U.K. in 2015 and a B.Eng. in Biotechnology from India in 2011. Previously he has worked in the environmental sector in the U.K. (Arcus FM) and India (Arcadis), and more recently in the Environmental Department at the City of Guelph, ON. Ali's experience includes groundwater, surface water and wastewater monitoring, environmental assessments and reporting.

Raymond Quqshuun
Director Corporate Services

Raymond Quqshuun SR was born and raised in Gjoa Haven. Raymond is fluent in both Inuktitut and English. Previously, Raymond has worked with the Department of Education (NWT) in various teaching capacities for more than seven years. He has also previously worked as a manager for the local Housing Association for five years and for the NWT Housing Corporation district office in Cambridge Bay, as the regional Programs Manager responsible for the Eastern Kitikmeot Region. Raymond worked as Manager of Finance for Gjoa Haven Education Council and 21 years with the Hamlet of Gjoa Haven as its Senior Executive Officer and Finance Accountant.

Raymond also serves on various boards and regional organisations in the NWT and Nunavut, as a member or chairperson. His experience includes chairing the Nunavut Liquor Licensing Board, being a member on the Kitikmeot Corporation Board of Directors, and on the International Polar Year Organization. Locally, Raymond also serves voluntarily various local organizations including the District Education Authority, the local Co-op Board of Directors and the local Housing Authority.

Raymond received various training through the NWT Arctic College and Territorial Government, including Executive Leadership Training with the Northern Leadership Centre (in partnership with Queens University, School of Business and Cornell University in the state of New York).

Edna Porter
Finance Officer

Born and raised in Gjoa Haven, Edna has also lived in Yellowknife, Cambridge Bay and Taloyoak. Previously employed with the Hamlet of Gjoa Haven starting in 1996, Edna joined the NWB in October 2011 as a Finance Officer. She also previously worked with the Kikitak Housing association as Tenant Relation Officer and Clerk Receptionist.

Edna completed her schooling in Cambridge Bay and Yellowknife. She has also completed several courses in Office management, Financial management (Accpac software), and also the Nunavut Sivuliuqtit Program in Rankin Inlet and Ottawa.
